You choose the 2 factions you want from the drop-down menu, and the choice of miniatures is imposed, but these choices are balanced between each other and do not include any miniatures present in the classic starters, so you avoid duplicates (except for the Skot warrior for the Celks, which is limited to 3 copies in the team).
